Elders quorum/Relief Society & fast offering recipients

I have been going through the new information about the Budget menu in LCR and the new resources available to organization leaders, taking in to consideration the Bishopric's focus on the children and youth and the delegation of responsibilities as a result, I know this question will come up at some time from leaders in the ward.

Will presidencies of the Elders quorum and Relief Society have the ability to submit expense requests on behalf of fast offering recipients in the ward?

I think we're confusing two things here. What's become available is reimbursement for ward activity expenses.

Church Welfare is a completely different thing. Baring any changes in the next Handbook, I don't foresee that changing from they current setup where it all goes to the bishop first and he involves others as needed.

I understand the process, and all welfare does go through the Bishop. But in the future, when he involves others as needed will they ever have the ability to facilitate that process in LCR? Based on your response I'm guessing that's not the case.

RS and EQ presidents already have the ability to submit Bishops Storehouse orders, so that is already off the bishop's shoulders.

Anyone can submit a reimbursement request from Fast Offerings to the clerk. I have already made several such payments to members who have purchased items for needy members. As always, all it takes is the bishop's approval.

Sorry to dig up an old thread, but I'm a new ward clerk and need to do exactly this. We have a member in our ward who made a rent payment for a member in need. The Bishop has authorized reimbursement to the member who made the payment. Do I do this as a regular reimbursement from the fast offerings budget, or is there a different process since it's welfare rather than a regular reimbursement?

Process it like any other reimbursement and issue it from the appropriate Fast Offering category. When entering the request it will ask for the the payee (which will be the member who paid the rent) and the fast offering recipient (the member for whom the rent was paid).

There is no such thing as a fast offering budget. You create the reimbursement like any other, but you select the appropriate fast offering category, and then enter the name of the recipient who is being assisted. For rent payments, it is very important that you have either a copy of the lease agreement or a copy of the rent receipt for your next audit. Your bishop should also have a current Self-Reliance Plan on file for your next audit.
