In our ward the Aaronic Priesthood and Young Women have stopped ending their meetings with a prayer. It has been said that this is new instruction and I fear that perhaps something was lost in translation. The only information I can find on the topic is the General Handbook 29:5 where it states, "Men and women may offer both opening and closing prayers in Church meetings."
Any further information or instruction on this principle?

"Prayers at Activities
All activities should be opened and, when appropriate, closed with prayer."
Which leaves the question of when is it not appropriate.
