Yeah, the options are limited. You can share the ward/stake credentials with those leaders and establish a policy to prevent scheduling conflicts.
You can share the host key with them, but that requires scheduling meetings without a waiting room and allowing them to join before the host. Only the first to join with the host key will have host privileges, so they will need to assign co-hosts. The ability to claim host goes away once the first person uses the host key.

Keep in mind you can only have two meetings at the same time. So, that's likely going to limit who you give the login to since their meetings are going to be breakout rooms in a bigger meeting rather than a stand-alone meeting.

For example, all of the priesthood meetings might be a single zoom meeting in breakout rooms, so you wouldn't be giving the login to the Teacher's group - at least for Sunday meetings.

I have found that you can assign a new host or co- host to someone else that has joined the zoom meeting as long as they aren't in a breakout room even if they aren't on the ward license. If using breakout rooms for class designations, the person has to leave the breakout room, enter the main meeting room, then the host can assign that user as the host. Then the initial host can leave the meeting without ending it. We don't assign the teacher as a host or co-host. We use presidencies for that. We also turn off chat, and allow share screen to be used by all. Then kids can take over teaching without having to be a host. We turn off chat because we want to hear the children's voices and see them, just like in a normal class. No texting. And due to you having to turn off chat for webinars when broadcasting sacrament meeting, as we don't want others at home sending chats that others are home might see.

We have our two allotted concurrent zoom meetings split up into 2 weekly breakouts. Weeks 1 & 3 - Gospel Doctrine/Youth Sunday School, Weeks 2 & 4 - Priesthood/RS&YW. Doing it this way, allows the Sunday School presidency to moderate the classes that week, one counselor over adults, one over youth. No breakout rooms for adults. Youth divided into breakout rooms based on age or teacher assignment. When people enter the proper zoom link for the adults, they just get in. With youth, they enter the main meeting and then hit the breakout room button and enter their class. IF someone can't figure it out, the moderator can assign them to the proper class. The teachers are just class members, not moderators. They share their screen and open their mic and teach or share their screen. Class members can share their camera and unmute as needed to answer. This way one host and one meeting can be used for 7 or more classes.

The next week, it is RS and Priesthoods turn. One meeting link for women/girls, one meeting link for Priesthood. But you again use breakout rooms for the individual meetings. Elders, Priests, Teachers, Deacons. Women have Relief Society, and as many for Young Women as needed. Out RS likes to breakout into sub groups to discuss topics, so we also have sub discussion groups for RS.

Again, one moderator for Elders Quorum opens the meetings and then opens the breakout room and sets them so the members can select their own rooms, and either RS or YW presidency member designated, opens the women's meeting. The moderator for each can bounce in and out of the breakout rooms to see that the meetings are going well and assist IF there are any issues.

This configuration is working great in out ward.

The ATS over that ward or building can Login using the same zoom account as the meeting managers if they have the account name and password. They just can't start more than 2 meetings at a time. So they would come in as a co-host and make sure there are no issues with any meetings.

Log in to the Zoom website. Go to Settings. At the bottom, you can "Assign scheduling privilege" to another account. The other account can then view, start and host any of your meetings. I want the co-hosts to come in ALREADY in their roles.
There's no way to do that that I know of. Co-hosts need to be assigned by the host during the meeting. If multiple users log on with the account credentials, the first to join will be the host and the rest will be co-hosts, but I suspect that's not the approach you want to take.
Why not share the ward's zoom account login and password with these individuals?

You need to have a good scheduling mechanism to do this, or the third and fourth folks who try to start their meetings at the same time will bump off the first and second folks.

Only two meetings are allowed to run at the same time. You not only have to consider the general meetings, but any presidency meetings they might want to hold. Passing out the login to everyone is a recipe for problems unless you have everything worked out.

But if you spend the time to work everything out, the suggested alternatives are not that bad. And a whole lot less likely to get messed up.

Thank you! I made this recommendation to the bishops of our wards.

Have you encountered situations where a third meeting would happen simultaneously?
We have overlapping ward meetings on a "barbell" schedule - separate sacrament meetings, but combined youth meetings in between. If needed, I've told them the two wards have a combined possibility of having 4 meetings...plus the stake account would be possible to borrow for another 2. (We have only planned to use the stake account for Stake Conference, training meetings, and fireside...none of which would conflict with normal Sunday meetings.
