I’m an assistant ward clerk, not finance or membership, just assistant. Does anyone know why the ward clerk has access to create reports but the assistant ward clerk doesn’t?

I don't think an official reason has been given, but my guess is that either 1) the custom report allows pulling data from fields that an assistant clerk doesn't have access to, or 2) because the custom report makes it easy to pull a large amount of membership data onto the same page, limiting who can access the report reduces the chance of the data being used inappropriately (for example, downloading bulk membership data for use in third-party systems).

That was my guess as well. However, I think annotations is about the only thing a clerk can see that an assistant clerk cannot.
