So, just as a followup to this...
This morning, the new "blank" signature card showed up with the new Bishopric members. So, it took about 44 hours.
Interesting side note... There is a typo on one of the names. So, it is interesting to me that these must be done manually?
It is one where they have a Preferred name entered. I wonder if they have to manually override things when that happens.
As an example, the person's name is technically John Michael Doe III. Their preferred name in the system is simply John Doe. What showed up on the Signature card is "John M. Deo".
Also, to note it, another member's name is "Aaron Stephen Jones", but they don't use Aaron at all normally. Their preferred name is "Stephen Jones". They showed up on the Signature card as "A. Stephen Jones".
So, it looks like when someone has a Preferred name entered, maybe they have to do a manual update of the signature card.
This would also explain why it takes days to get a new Signature card available -- because there is manual interaction for it.
In any case, I'll contact the GSC about getting the typo fixed just to make sure it isn't an issue.
EDIT: Contacted the GSC. They are going to get it corrected and send me the new one.

Additionally, the blurb at the top of the LCRF Signature Cards webpage states in part that "The signature card should be updated within 3 weeks of any changes in these positions" (with no language that indicates that nothing should be signed, by anybody new, until that occurs). So it does seem like the new Bishopric would be able to immediately start signing things, and that there's no explicit requirement for the updated signatures to be uploaded prior.Kinda makes it hard to get the new Bishopric able to sign things when it takes so long just to the Finance side to sync to the LCR side...
Perhaps this isn't technically true, and there's potential legal issues if a check is signed prior to having the signature card updated in the Church's database. But I cannot find specific language indicating that, and I don't think it's anything audited. Maybe it's simply implied...

There is another name form that is sourced from CDOL that is often used for Bishoprics, etc. We call it the Church Officer name. It's usually <First Name> <Middle Initial>. <Last Name>, but can be <First Initial>. <Middle Name> <Last Name>. Hey! That made me think "I should check CDOL!" Very interesting to me that CDOL appears to be updated by hand (at least, sometimes -- maybe just when preferred names don't obviously match the actual name layout?).
In any case, yes, his is wrong in CDOL.

Yes, the process of generating a new Signature Card can be a pain. I am the Branch Clerk.
We had a new Branch Presidency called on this past Sunday, March 23rd & the new Branch President was set apart promptly. Checked later that evening & the calling changes (releases & callings, etc) had taken effect. Signature Card still showing old Branch Presidency (President, 1st Counsellor, me).
Checked on March 24th & Signature Card still showing old Branch Presidency.
Checked on March 25th & Signature Card only shows me; no Branch President.
Checked this morning, March 26th, & Card now shows new Branch President & me.
Printing issue is a pain. Can't print from my iPad. Have to go to my PC & when I get to the print selection, have to right-click & select Print from there. That works.
