My missionary needs to change his availability start date. How do we do so? Where on his mission paperwork is that found?

The Stake Clerk can make the date available to serve update on missionary paperwork.
In the Missionary Online Recommendation System,
Select Viewing All Candidates, and select the Missionary Name hyperlink.
Select the Candidate Checklist tab, and then select Personal Identification.
From the sidebar, select Personal > Name
On the Name screen, you will see the field, "Date available to serve", which can be updated.
Note:
Make sure this date takes into account all eligibility rules, such as your age and when you were confirmed a member of the Church. For example, if you are a young man, the earliest date you are available is on your 18th birthday. However, if you are a recent convert to the Church, the earliest date you can start is when you have reached your 18th birthday and at least a year has passed since you were confirmed a member of the Church.

Haven’t seen this mission status before “Recommendation has been Submitted” “The candidate’s mission call letter has been sent.”
No notification or call in mission portal. Thoughts?

The last time I was involved in the process that message showed up on Friday of the week the call assignment was made. The Missionary saw the call letter early the following week, usually on Tuesday.

How early can someone open their portal? Not submit for a call, but just opening the portal. I’ve heard there is no minimum age to do so?

Probably as soon as the bishop activates the process for a prospective missionary. The bishop initiates it, not the member.

Sorry, yes, I realize a bishop must be the one to open a missionary portal; so the bishop can open that portal at any age, correct?

According to General Handbook 24.4.3, "The stake president may submit a recommendation for a young missionary candidate up to 150 days before his or her availability date." The section describes how to calculate the availability date. But it's not clear when a bishop can start the recommendation process – at the same 150 days, or earlier.

Since the Stake president can submit it for someone who is 17 years 7 months, we know it can be started that early.
