Reimbursement Request function not working

I've attached what the reimbursement request screen looks like when I go into it. The same when I use incognito mode. Is this normal? Does it work? (see attachment)

Not all callings have access to it.

Are you an organisation president/counsellor, bishop/counsellor/clerk, stake president/counsellor/clerk?

What you are seeing is what I see as a stake exec sec when I try and access it.
