JD, if it were that simple, we wouldn't be 6 pages deep in a thread that has been going on for years.
Yes, what you say is how it should work. It simply doesn't work that way for a great many of us.
What I was suggesting is the workaround that many people have suggested: using the browser's print functionality to be able to print the BLANK card.
For most of us, when we click the blue Print button at the bottom like you suggest, it just immediately changes the page to only show the old/existing card again. It does NOT pop up anything to print. I have tried this repeatedly in Chrome and Firefox across multiple machines and years. I am not using a pop-up blocker. Chrome is not blocking the pop-up. It just doesn't happen.
So, your method will not work for most of us to print a blank card. Once you click the Print button as instructed, the blank card is gone. So, the workaround is to print the blank card from the browser itself (after you click Update, but before you click Print). Then you can click the Print button -- which then opens up the bottom spot to upload a new card when ready.

It doesn't print a new card with the correct names/positions of new Bishopric. I follow these steps above, repeatedly and sorry--it's a no-go. Had to follow the instructions for printing in Chrome. So once the updated blank card came up, hit the menu/3 dots, printed--and then it came out. Just trying to keep the thread up-to-date it looks like. Clearly an issue
