Handbook says a lost temple recommend can be reprinted but this can't be done

From the handbook:
26.2.2 Lost or Stolen Recommends The bishop asks members to notify him as soon as possible if their recommend is lost or stolen. If the member is still worthy, the bishop or an assigned counselor or clerk logs in to LCR to reprint the recommend. The new recommend will expire on the same date as the original.

On the LCR part of the church website I reported a recommend as lost expecting to be able to reprint it for the member, but I then received this message:

Recommend marked as Damaged, Lost, or Stolen
The temple recommend for (member name) has been marked as damaged, lost or stolen. It cannot be used to enter the temple. This recommend cannot be reprinted. This member must begin the interview process again to receive a new temple recommend.

The member wanted to use their recommend this Saturday

My experience is you have to reprint it first, which assigns a new recommend number and cancels the previous recommend number when the reason for the reprint you give the system is lost of stolen. I don't believe once it it reported lost or stolen first that it can be reprinted, you might check with the GSD to be sure,.

Not true, the ward clerk can reprint it also, with permission of the Bishop. I have done it a few times and am a ward clerk.

I have managed to reactivate the recommend, but there is still no reprint option.
All I can do is change its status back to Damaged/Lost/Stolen

Maybe it is because it was an old recommend and it wasn't digitally signed.
It is very frustrating when the handbook says I should be able to reprint the recommend.

You can also consider calling GSD to discuss the issue. They might be able to confirm whether the Handbook or LCR is functioning as intended. Your situation might be a use-case they didn't program or document correctly, and if you report it, that might help the next leader avoid the confusion you experienced.

Thanks for the suggestion to call the service centre, I just had a long call with them.
A recommend without digital signatures cannot be reprinted.

They thanked me for letting them know that this functionality does not align with what the handbook states.
Hopefully this won't be a problem for too much longer with the move to digital signatures.

Came to ask about this too. At least one ward in my stake can’t see an option to re-print.

Activating or Reprinting Recommends
If you need to reprint a recommend (this can only be done on the same day the recommend was originally printed), under Recently Activated select Print and click Print Temple Recommend.
