Brand New Stake - Checklist?

I’ve been called as the stake clerk in a brand new stake. I’ve been a ward clerk and an assistant stake clerk over the past five years but this is uncharted territory for me. How do you build up a stake from scratch?

I was hoping to find a checklist somewhere but I’m coming up empty. Any thoughts or pointers? Right now the entire leadership is five people: the stake presidency, executive secretary, and clerk.
