Outside of ward council members and the ward mission leader, ward missionaries (serving under the direction of the ward mission leader) might be a good resource for helping with this work.
I served as an elders quorum president for a short time, before our ward boundaries were realigned. One thing I noticed during that time is that when you have a calling with direct responsibility, it's easier to connect with some members, because you have a clear purpose that both you and the people being reached out to (in many cases) understand. Many less-active members will respond better to an elders quorum president who takes the time to reach out, than to a random member from the "activation committee" who was given a list of phone numbers to try. People want to feel needed and loved; they don't want to feel like a delegated project.
I do fully acknowledge that the bishopric, elders quorum, and Relief Society presidency can't and shouldn't do everything, but maybe there are some things they are doing with active members that could be delegated. Or maybe there is someone else who could really make a difference. Or maybe it's OK to let the list sit for a little bit. Every ward and situation is different.

The problem is that for the last year, when you move a name to the Lost Member list, it no longer shows The Last Known Address. This makes it very difficult to know if an address you find is a new address. I have submitted this to feedback, but no response.

I don't know when it was added, but the Finding Lost Members report does have the last known address. It is not shown in the report summary.
