Creating a Child of Record form where the legal guardian is not a member.

I need to create a Child of Record for a child whose mother was a member, but passed away earlier this year. His legal guardian is not a member, but agrees to have to the record created to grant the late mother’s wishes. Is there any special that needs to be done when the guardian is a non-member?

Handbook 38.2.8.2.

At a quick glance, I don't see how the parent/guardian's membership status has any bearing on the process.

Get the permission in writing since CDOL will insist on a upload.

If the father is living and has any kind of legal custody you will need his signature as well.
