From my understanding, an out-of-unit stake calling is slightly different than an out-of-unit ward calling. Since an out-of-unit stake-level calling does not belong to any ward, it's a bit different operationally than a normal out-of-unit calling where you create the out-of-unit record at the ward level. First Q: are you certain that his records were retained in his home ward, and that an out-of-unit calling was created in the YSA Stake? Even if that's what you've been told is what happened, it would be good to verify. When done properly, then as @jonesrk states the Tools app (and the web interface) provides the ability to select the stake you wish to view.
Second Q: has the member verified this is also an issue when using the web interface as opposed to Tools?: One thing I had to do when I went through a similar process (I currently have an out-of-unit stake-level calling as well), was to make sure I did a "data refresh" in my Tools app (and not just the normal sync).
