Visibility for Out of Unit Calling

I am the stake clerk in a student ward, serving out of unit, and was asked by a Bishop why his wife could not see any members of their ward in LDS Tools. They are both serving out of unit in this ward but as Bishop their records should be in the ward, not their "home ward". Also, she was able to see all of the directory information at one time but now she can't see any data for the ward they are serving in. Any thoughts of how to fix this in LDS Tools?

I can't find it in the Handbook now (so it might have changed), but it used to be the YSA bishop's records were to stay in their home ward and they'd have a out of unit calling.

I'd check to see where the wife's records are. She may need to be given a calling in addition to being an out of unit member to see the directory.

General Handbook, 33.6, address where membership records are kept.
Membership records should be kept in the ward where the member lives. Exceptions, which should be rare, require the consent of the bishops and stake presidents involved. [emphasis added]
Out-of-unit member records are covered in section 33.6.5.

Section, 33.6.6, addresses records of members serving outside their geographic ward. I don't think this section applies to this case but I offer it as reference if it does.

In addition to what russellhltn mentioned about the bishop's wife's record location, check to see if there is an out-of-unit record for the wife in the service ward. It may have been inadvertently deleted.

Out-of-unit members do not need to have a calling to see the directory of the unit in which they have an out-of-unit record.

Following on to the good comments above, I'd encourage you as stake clerk to follow-up and ensure that both stake presidents (of the Bishop's home ward and student ward) have been in communication, and hopefully also the student stake president and the home ward's Bishop. Having experienced both sides of out-of-unit callings (as leader and as one called), I have found that often there's either assumptions made about what should occur, or there's a lack of clarity. And I'm not as concerned about the "records" (aka administrative) aspect, but more the "ministering" aspect. Who is watching over the student ward Bishop and his wife while they share this calling? Is the home ward actively providing ministering brothers and sisters who have ministering interviews with their leaders, to report on how the Bishop's family is doing?

Again, often the records aspect is worked out and forgotten, but the implied ongoing ministering aspect is not coordinated. So since this topic has come up, I'd suggest it's a good opportunity to make sure the stake presidents and home ward Bishop, are aligned on keeping a loving eye over the Bishop and his family.
