Who can stand in circle for setting apart aaronic priesthood quorum leaders

Priests can stand in/ordain people to aaronic priesthood...however

..They cant stand in circle for setting apart deacons, teachers and priests quorum callings? Correct?

That is covered in General Handbook, 18.11.1. It states; "Under the direction of the presiding leader, one or more Melchizedek Priesthood holders may participate in a setting apart."
