An admin is someone with the power to create/delete calendars and control to who is an editor. They are also an editor of all unit calendars, but I'd discourage making someone an admin just so they can edit all calendars. There may be private calendars for leadership they probably shouldn't have edit rights.
I'd suggest reading Getting Started with Calendar and then expanding the guide of the left to go though all the different articles on the calendar system, such as Frequently Asked Questions, Calendar Editors, and Ward Calendar Administrators.
