I’ve been trying to move [removed] into our [removed] branch . Although his previous ward informed me that the restriction has been removed, but I still won’t be able to move him in.

It can take around 24 hours for some changes to ripple through Church headquarters' systems. Please try again at least 24 hours after the other ward or branch said they had removed the move restriction. If LCR does not allow the move after that wait, please contact the Global Services Department.
