I'd use the feedback tab/link in LCR to report this. Make sure you include the GH reference as that's likely to get someone's attention.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

It also says "Using LCR". How? Drop those two words and we're in agreement.

It's possible that it's an editing artifact and it's the Handbook that needs to be corrected. ;)

For certain Primary does not have LCR access to adult attendance. Neither does Young Women. Young Men probably does as that is the Bishopric.

Granted, it's a bit muddled. My understanding of the "Using LCR" phrase is that it is referring specifically to the "keep attendance records" phrase, stating that the records for adult Primary attendance should be kept in LCR. And if the Primary Secretary was intended to enter adult attendance in LCR, I wouldn't see why she would have to ever work with the EQ and RS secretaries if she could just do it directly herself.

One reason for this way of structuring things, might be to help the EQ/RS be better aware of those org members who are in Primary. If the Primary Secretary simply entered their attendance, it would be even easier for adults in Primary to be "out-of-sight, out-of-mind" from their org leaders. By having the EQ/RS secretaries enter the info in LCR in themselves, it's another chance for them to pick up on attendance patterns that otherwise might not be as visible. Or maybe I'm just stretching to find a reason ;)
