I signed into LDS.org a few moments ago, and clicked on Tools > Notes and Journal. I got a "Page Not Found". The URL in my address bar (when I got "Page Not Found") is https://www.lds.org/study-tools/folders?lang=eng.
I also went to Menu > My Study Notebook, and got the same result ("Page Not Found").
Thoughts?

I noticed the same issue. I would suspect a server issue. Waiting a few hours or later in the day is all we can do right now.
