This question has come up a few times, as in this post: http://tech.lds.org/forum/viewtopic.php?f=19&t=1865&sid=7fc5c385df3ea36de3fbb1de50ae0767#.
One question that doesn't seem to be addressed is how various products (both desktop and mobile) aimed at LDS members have reproduced our scriptures, and why that doesn't translate to people wanting to establish a website or other product. For example, LDS Scriptures App and various offerings by LDS Book Club.
They do mention at the end a new service that enables searching of them, but I haven't found anything that gives straight access to the contents themselves. Given that several years have passed since those questions were asked perhaps the copyright and policy decisions have advanced?
Scriptures as a Service redux

And just saw a post by someone on the main forum similar to mine...

If we can obtain the raw text that would be great, but the previous posts have all implied that it was a copyright issue.
