Online Missionary Recommendation System

There may be a better, more specific forum for this. . .

I just submitted an online recommendation for a young man who will turn 19 in about 85 days or so. I got a few cautions in the process that this was an exception to policy, etc, etc. My Stake President says apps can be submitted up to 90 days before the candidate's qualifying birthday, but I can't find that anywhere in writing. Does anyone know the answer?

The policy may be other places, but it is stated on the missionary recommendation form itself. On the Checklist for Full-Time Missionary Recommendation, the second checkbox in the "To the Bishop or Branch President" section says:
The missionary recommendation online or printed forms should be submitted to the Missionary Department not more than 90 days before the candidate's availability date. Couples' online or printed forms may be submitted up to six months in advance. The date given in the “Date available to serve” field should not be earlier than the birthday when the missionary reaches the minimum age for service. Normally about two to four months are allowed between the issuing of the call and the beginning of the mission.

The 90 days is counted before the availability date, and that can't be any earlier than the 19th birthday of a young man (in most cases), so it then follows that if the candidate states that he is available on his 19th birthday, the application could be submitted 90 days before his 19th birthday.

While he is eligible to go on his 19th birthday, perhaps a later date was entered as his true availability date? And that date is more that 90 days away?

Alan is right about the 90 day policy.
