Bishop change now need to change counselors

We just had a new Bishop change in one of our units. I was able to change the Bishop but it doesn't give me the opportunity to add his counselors. Can anyone tell me how to do that? Thanks!

Are you at the stake or ward level? Counselors have to be added at the ward level.

Oh o.k. I thought they had to be added at the Stake level also. Thanks for your help.
