ASL is the 3rd most common language in the USA. However, Deaf people are the largest "unreached" group when it comes to the Bible (due to lack of Bible literacy).
I recommend concentrating Gospel materials in 1st- app form, 2nd- DVD, 3rd- downloadable/shareable.
Why? 1st- many deaf people use Face Time on Apple devices to communicate.
2nd- those who don't have $$ have at least a DVD player.
3rd- They like to download/share videos including, but not limited to, ASL -since they are manual/visual learners.
4th-Deaf people are culturally "open/honest".

Re: ASL Dictionary app, etc.
The Gospel Library app has some materials in American Sign Language. The Church doesn't provide a lot of resources for learning languages, except for missionaries at the MTC – which is pretty structured already. The only specific language-learning materials I can think of that the Church makes available are the language study editions of the scriptures in Russian and Chinese.
