The Church has a website entitled The Church of Jesus Christ of Latter-day Saints in China. At that site, the answer to one of the Frequently Asked Questions says "Church members can take only one copy of each Church magazine or Church material for personal use in China. I would suggest that you take the time to read the information at that website. It will provide enlightening information about how the Church operates in China. For example, members who are Chinese citizens never meet with members who are not from China but who are working or living in China for other reasons. There are separate Church contacts for Chinese members and for members who are not Chinese citizens.
I would encourage you to contact the appropriate Church representative and let them know of your brother and his wife. They will help you understand how best you might help and encourage them.
