Marriage - Not legally married

Can we add a spouse who is a member to another member in their records as married even though they are not legally but only culturally married?

If the bishop is unclear on what to do in this circumstance, he should consult with his stake president.

What is the proper protocol if we can add married couples in the system who are not legally married but culturally married only?
