Stake RS birthday list
I am the Stake RS Secretary, is there a way for me to get a birthday list for the stake? or even at the ward level?

Probably not directly. Note that the stake RS responsibilities are for training local leaders. They do not have responsibility for individual members. Since the ward RS does have responsibility for members, they do have access to that information.
Also keep in mind that not everyone would be happy about their personal information getting around. Attempting to use that information, such as by sending birthday cards, is likely to backfire with some members.
