Not authorized to view ward directory

I'm in the bishopric of my ward. One of my ward members is having trouble accessing the ward directory on both the ChurchOfJesusChrist.org website and Member Tools. He successfully logs into ChurchOfJesusChrist.org. Then he clicks on "My Account and Ward" which opens a popup window with a menu. In the menu, he clicks "Ward Directory and Map" and then receives a "Not Authorized" error.

To correct this problem we looked at his "Account Settings" and "Membership" information. His birthday and membership record number are not recorded there. He then entered his record number and birthday and clicked OK, and then received an error stating his account was already in use. How can he fix this? Who does he need to call to reset his account?

A common issue. Members create a new account not realizing they have one. Perhaps they think the other account is just for FamilySearch or something else.
