I am just wondering if anyone knows if it is possible to add the high council adviser for our ward to our Bishopric circle on the Gospel Living Circles app.

I don't believe the ability to customize circles is available yet, though there have been indications that that feature should be coming. The church does not publish timelines (or exact details) on these sorts of things - we have to be patient. You can use feedback from within the app (see the link in your settings) to request features you feel would be useful. That feedback goes to those who direct the developer's priorities. There is no guarantee anything posted on this user-to-user mutual support forum will be seen by anyone who has responsibility for the development cycle.
