Can't activate temple recommend from a specific ward
The ward was created in Sep 2019. They started using a Recommends Book from another ward, but lds.org kept blocking the activation. Then they finally got budget allocations for the ward and purchased their own Book at store.lds.org. Now when we want to activate temple recommends from that specific ward we get the same error message as before.

You're going to have to contact support. I'm not sure if the book is ward specific, but it is certainly stake specific. (You cannot activate a recommend from another stake).
I also seem to recall there's a requirement to activate the book. There may be instructions for that in the inside cover.

When I served as ward clerk, the church implemented the requirement for the ward to activate the temple recommend book before it could be used. In those days, we did it in MLS, but I suspect it can be done through LCR now (I no longer have access to check). If your new ward did not mark their new recommend book as "received" that could explain why none of the recommends from the book can be activated - the system thinks the book has still not been received by the ward so they cannot be issuing recommends from it.

I cannot find any location in LCR, for activating TR books. In recent years they have been activated when they are despatched from the online store. It would appear that the TR book being discussed, has slipped through the net. I recommend that the GSC is contacted for their advice/action.

My bishopric wanted to have three recommend books, so they won't need to share them, so they ordered a couple extra. The recommends from the new books appear to be activating at the stake level just fine, so our assumption is that the new books were activated prior to shipping.
Back in 2005, we created a new Fairview Ward in our stake. However, the TR books that the new ward received had somehow been assigned to another Fairview Ward in Utah, rather than Nebraska. By sheer coincidence, I received the very first recommend from that book. As the stake executive secretary at the time, I quickly discovered that I could not activate my own recommend, because it had been assigned to the ward of the same name in Utah.

Our ward has just received a new temple reccomend book but it is not activated. Does anyone know how to activate it.
