Typically for General Conferences we've setup 2 buildings with the broadcast. We use the satellite system at the stake center for English language, and have a Roku setup in the ward building for our Spanish speaking ward to receive the broadcast in Spanish.
We usually have 1-2 people who take advantage of the English broadcast, but will have 20-30 present for the Spanish language broadcast. Our Elder's Quorum president was just telling me that the reason for this is because those people don't have internet access in their homes. They do have phone's and so for April conference they had several members of their wards who did have internet leave their phone in front of the TV and the members without internet access would call somebody and listen over the phone.
I know the church has an account with Verizon that we can use, for 2.5 cents per min. per person, to setup a phone conference (up to 20 people). I'm curious if anybody has ever setup anything for that system for general conference, or if they have something else they've used to allow members of their ward/stake to access general conference audio via phone. (growing up we always just listened on the radio if we couldn't get it on the TV or make it to the stake center, but I'm not aware of any radio stations in Portland area that carry the Spanish language for conference)

I assume the reason you're not using both languages is your system only has one modulator. Ask the stake president to chat with FM abut adding a second modulator for Spanish.
I know that doesn't answer your question about transmitting via the phone, but that does give you some options at the stake center.

We have a modulator for both languages, so we can output either audio channel anywhere in the building. (for example we've done Spanish on a large screen TV in the RS Room) The reason we setup for Spanish in another building is because the Spanish speaking ward covers 3 stakes, we're the most western of the 3 stakes and the stake center is on the west side of the stake.
