How to mark a patriarch as non-functioning

We have two patriarchs in our stake now.

I need to mark our previous patriarch as non-functioning. How do I do that? Is that something I can do as the stake clerk or is that a Salt Lake thing?

The process is outlined in General Handbook 38.9.5.
