Ward Clerk - Temple Worthy
Are Ward Clerk's required to have an active temple recommend? Thank you for your help!

In a perfect world, all members of ward and stake councils should have an active recommend. But since bishops and clerks have significant control over membership and finance records, as well as other systems, I would see that as a special requirement for them.

He should hold the Melchizedek Priesthood and be worthy to have a temple recommend.

I was searching section 30 for that. It seems strange that the requirements to hold leadership callings is in section 33, rather than section 30.

The organization of the Handbook is a puzzle at times.
But to answer OP's question, I don't think an active recommend is necessary, but the clerk needs to able to qualify for one.

An alternative reading of GH 33.4.2 implies a maintained standard of worthiness during the two-year period the recommend is active. So not just "having a temple recommend", but being continuing to be worthy of it.
This goes to the sensitive nature of what a Ward Clerk does (or has access to do). I think a Bishop keeping tabs on the clerk is a good idea, kinda similar to how a Stake President regularly interviews the Bishop.
