Send a Message - "Full-time Missionaries" List is Empty

When I try to use "Send a Message" to create an email for currently-serving full-time missionaries from our stake, the resulting list comes up blank, with a "No matching records found" message. Any ideas why that list is not being populated? All of our full-time missionaries in the stake do show up with the calling "Missionary", and with their current mission assignment in the Organization field. Any help would be greatly appreciated.

It looks like that is only working for a ward. I don't know if that was intentional or if that is a bug. You can submit feedback to get it to the product manager.

As a stake finance clerk when I select Members > Full-time Missionaries I get a list that looks like all of the missionaries serving from our stake. I didn't check the list completely but it had about the right number and had the missionaries I know personally.
