I have been working on a personal art project based upon the relationships between the Verses and Terms. In order to do that I need to export into any format the Bible Dictionary so that I can associate the links to the scriptures referenced.
I already know about https://scriptures.nephi.org/ and have used what i can from their offering.
Does this request need to be submitted to a certain department within the church to obtain it?

If your project will be displayed or made available publicly, and you hope to use text content from the Bible Dictionary, you'll need permission, which you can request from Permissions.ChurchofJesusChrist.org. If you're just planning to use statistical data, not text content from the Bible Dictionary, permission wouldn't necessarily be required, but there isn't a public source for that data other than web scraping. Web scraping requires some technical expertise and wouldn't be trivial, since there are 1275 pages you'd need to loop through – so, although there isn't a legal need to get permission, the Church would likely prefer that you get permission. I'd recommend sending a request for permission to use the content through Permissions.ChurchofJesusChrist.org, as well as sending a parallel request for an export of the content itself using the feedback link at the bottom of the scriptures page on the Church website, and seeing what you hear back.
