Gospel Library app pictures not downloading iPhone/ipad

Do the pictures in the Gospel library app only display of you are connected to the internet? I don't ever see the pictures if I'm offline. I've tried to find a setting to say to download them but I don't see it anymore when I select the cog icon. They are consistently missing from the liahona and CFM sections. Yes, these items were previously downloaded.
