Membership Records Sync with LDS Tools
Why do I find membership records without pictures yet their picture appears in LDS Tools and vice versa. How do I sync the two?

The best way is to ask or help the member upload an individual photo. Doing something with their photos without their consent is asking for trouble.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
