I assume you're trying to create an account, not recover an existing one.
You will have trouble creating an account if one already exists with that MRN.
There is a minimum age for an account. In the U.S. I think that's age 8. However, they can't make any donations until they are 13.
I'm not sure what age that would be to comply with the laws in Nepal.
You may want to ask your ward clerk for help. He would have a better understanding of the situation in your country.

She already has an account created with her mrn. If you go to account.churchofjesuschrist.org -> Children Accounts you should be able to reset her password there if you need to.
