I Have heard that EQ Presidents can now use Tools to select conference talks for the upcoming lessons... Can anyone verify this?

Not Tools. It's Gospel Library. It's on the main page, under "Callings".
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
