Adding Picture to Activities

When I create an activity for our young men I like to add a picture, but for some reason the image is only visible to me. I'm in the bishopric and I am not aware of any type of photo approval that needs to occur before other can view it like in the directory. If anyone has any solutions please let me know. Thanks.
