I'm the EQ secretary and it's my responsibility to add talks into the Gospel Library app. My question, Is it possible to add GC talks from other than the last conference? I'm trying to add the talk given by Elder Dieter F. Uchtdorf in the April 2021 conference but it's not in the list of talks to pick from. They all look like the last conference only.

No, based on General Handbook 8.2.1.2: "Quorum meetings focus on topics in one or more talks from the most recent general conference."
It's possible that a quorum presidency might occasionally feel inspired that a topic is needed that wasn't mentioned in the most recent conference, but that would be an exception rather than the standard pattern, and Church tools usually focus on the standard pattern.
