Live Translation of Remote Conference Broadcast

We are in Rwanda Africa. Many of our members don't understand English. They speak Kinyarwanda. Is it allowed to live translate the conference talks as they are being broadcast to us? We have a team of Kinyarwanda translators. Who could do it.
It would also be nice to have the ability to use close caption when it is being rebroadcasted. Reading the talks could be a good tool as well. How would be access the software to do this?

We have noticed the Liahona online publishes in Kinyarwanda. Many here do not have access to smart phones to use that later either.

I can't speak to if it is allowed to translate conference talks live or not, although I can't imagine an issue with that.

I did want to suggest you check out PowerPoint. It has the capability to caption and translate any type of microphone input. It has the largest list for spoken language and caption language that I've seen.

We have used it several times to allow Spanish speakers in our stake to give a talk in Spanish at our Stake Conferences (which is prominently English speaking) and display captioning translated to English.
