Uploading New Signature Card

Is anyone having problems uploading new signature cards in Finance? We are following the instructions but when we upload the new card it is always showing as pending along with the current card which is outdated. The only action button is "Delete Card", but this deletes the new card being updated. Thoughts anyone? Thanks.

I believe the bishop needs to approve it as a final step in the process.
