why cant I access my mission papers. I should be able to start filling them out. I have met with the bishop he says everything is good on his end but nothing is available for me in mission portal.

Is your MRN on your account? Are you able to access Tools using the same account?
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

Besides what russell said, do you have a Clerk calling or something like that? In our ward, a young man couldn't access his mission papers on the website either because he was the Ward Clerk and he could only help other people do their papers... but he couldn't do his OWN papers.
