I thought I knew the answer to this question, but it seems either the Handbook has changed at some point or I'm getting old.
We have an unblessed 8 year old child of two members. Members have agreed to to the creation of a record.
Under 33.6.2, it seems I should be able to create a membership record:
"The following individuals are members of record and should have a membership record: . . .Unblessed children under age 9 when both of the following apply:
At least one parent or one grandparent is a member of the Church.
Both parents give permission for a record to be created. (If only one parent has legal custody of the child, the permission of that parent is sufficient.)"
She's 8, so she's under 9. At least one parent is a member of the Church, and consent has been given.
But LCR sees the age as 8 and returns "A records may not be created for a person who is eight years old or older unless he or she has been baptized and confirmed" or unless the child is unaccountable.
As a practical matter in this case, she's about to be baptized, so I can just create the record after the baptism. But shouldn't the LCR cutoff be 9 to match the handbook's exception? My recollection, which may admittedly be faulty, was that the cutoff age used to be 8 anyway, but the current Handbook seems to read differently. Am I just wrong?

If LCR isn't matching the Handbook, I'd point that out to support. I'd suggest using the Feedback link in LCR.

Before I went that route and submitted anything that might add to the burden of the hardworking programmers and developers, I just wanted to take a temperature check and make sure I wasn't crazy. I thought the hard cutoff to create a member of record was 8 for a very long time, and that's borne out on the instructions for the Child of Record form ("use this form when creating a record for a child under the age of eight"). We've been told the programmers get their business rules from the authorities, not from their reading of the handbook. That's come up in a few possible discrepancies depending on interpretation.
But this seems pretty cut and dried - LCR is indicating a 8 yo can have a member of record created and LCR is saying "no". In my book that's worth pointing out to support.

In general we try to match the handbook rules (since that comes from the authorities), but we don't always get it right, or don't always know when things change.
