Importance of Church Reports

Besides section 33 in the General Handbook, are there other resources/references regarding the importance of church reports, particularly using those reports to help leaders identify ways to help the ward and its members progress? I'd like to highlight that topic in an upcoming leadership meeting and I'm looking for instruction, quotes, etc. on that topic.
