Can they be done over the phone? or does bishop need to call them in for an interview? I tried to find this in the handbook and couldn't find information about it anywhere

I think perhaps you're looking for what's outlined in GHB 31.4. It says that's possible, but should be considered the exception and not the rule.

I'd also make sure and read through GHB 31.1.4 (and the intro in 31.1). Although in some cases it's best to have a phone call and extend a calling, this section outlines the interview process required for extending a calling, and the importance of allowing for a member to invite someone else to be present, even if virtually.
