I have a FT missionary serving in my Ward. She is from the Philippines and hasn't received her patriarchal blessing. I am trying to figure out the best way to get her in the system for my Stake so that she can receive it. Someone has said to pull her records in to my Ward which would make it possible for me to get her the recommend then send her records back to her home Ward after it is done. I am hesitant to do so as I am not sure if it will allow me to do so and/or if it the is the best approach (don't want to create any issues with funding Wards, etc).
The other option would be for me to contact her Bishop in the Philippines to have him start the process and choose a different patriarch. The concern with doing it this way is under the Special Circumstances drop down there doesn't appear to be an option that would apply to this scenario (options are: No functioning patriarch in unit, Language unavailable, YSA requesting home unit patriarch and Member related to a patriarch).
Anyone had this scenario that can provide guidance? Thank you!

If you're a clerk, make sure you have your Bishop's approval before doing anything. Your stake clerk might know answers. The mission office might be even more likely to know answers, because they may well have seen this kind of situation before. If nothing else, that might be a good time to call GSD to ask how to resolve the situation.

I'd start with the mission office since I see them as having stewardship over the member. Not the ward she's serving in.

Yes, it's the mission president who has priesthood stewardship for missionaries in his mission.
