I have had a request from a YSA stake to provide a list of missionaries returning through to the end of 2025 that they plan on distributing to the YSA wards and branches so they may contact the member to find out what their plans are for attending the YSA ward or branch or going to school.
I have confirmed through CDOL the request has come from a legitimate source within the YSA stake leadership.
The church privacy policy references the sharing of member information within the member's ward, branch, stake or district but does not refence sharing outside of these areas.
PRIVACY NOTICE 2021-04-06
"Your general membership information (if you are a member of the Church) and any optional information you may choose to provide (for example, email address and photo or video that you provide or that we capture with your permission) may be shared with Church members in your ward or branch and stake or district, or with other participants in a program in which you participate, as necessary for the Church purposes listed above. "
Does sharing member information outside of the member's ward, branch, stake or district go against the policy?

I'm not seeing any answer to this.
While I appreciate their initiative, I personally am not sure of how proper it would be to share information. I believe the stake president interviews return missionaries. The subject can be brought up at that time to see which ward they want to attend. The record can be forwarded as needed.

This seems similar to other "multi-stake initiatives" I've seen, such as a regional choir director asking for member contact info to prepare for a special event. I understand why the YSA stake wants to cut out the middle-man and communicate directly with the returning missionaries. But my thought is that this should ideally be a two-step approach, which adds complexity but respects individual privacy. The YSA stake should request that each stake (likely via the High Councilor assigned over YSA's) do the contacting themselves, and then the stake (aka HC) can send the YSA stake the contact info for all returning missionaries who desire to be included in the YSA stake's communications.
You didn't share your calling, but it seems you may be either a stake clerk or other stake leader. When I served on the High Council a few years back, I was a part of a Council-wide YSA Committee, where different things like this were discussed on a quarterly basis. I'd see what (if any) discussion and coordination there has been between the stakes and the YSA stake -- it may be a well-intentioned effort to take the initiative by the YSA stake, but to be truly successful there needs to be ongoing awareness and coordination between the different priesthood leaders.
