High Councilor Gas Reimbursement

Our bishop recently approved gas reimbursements for a high councilor in our ward for when he travels throughout the stake. Anyone know what the process would be? Specifically, who enters the reimbursement request in LCR? I assume the bishop or myself as ward clerk, but members of the ward council weren't so sure.

General Handbook 34.6.2.2 - Appropriate Use of Budget
Expenses for building construction, maintenance, telephones, utilities, computers, and priesthood leader travel are paid from general Church funds according to current guidelines.
I don't have an answer to your question, other than it shouldn't be coming from the ward or stake budget (or at least if it is, it would be reimbursed).

I'd imagine it would be handled by the stake, not the ward.

The stake should either know or know who to ask.

A few years ago, while deployed with the military, I served in a military branch. I attended stake meetings in another country which required a flight. The stake provided a form for me to fill out to submit with my receipts and I was reimbursed from general church funds.
