The First Presidency Letter, 14 Dec 2018: Age Group Progression for Children and Youth states, "7. Must the transition date for age-group progression always be January? No, In areas of the world where January is not a natural transition date, areas may implement these changes based on the local transition date now followed."

If January isn't set in stone, then don't the summer months provide a far more "natural transition" for children in the United States? Syncing with the school years would be far more natural. I would even state that there is nothing natural about a January transition date.

I suspect what the First Presidency means is that not all cultures use the Gregorian calendar. So, not everyone marks the beginning of a new year on January 1.

I think the operative part is "based on the local transition date now followed" suggesting that these areas are already using those dates.
